of Hon’ble Member Sh Avinash Rai Khanna to BBMB Hospital situated in Talwara City on 26.09.2009
On 26.09.2009, I gave a surprise visit to BBMB Hospital situated in Talwara City at about 8.30 P.M.
Emergency
Ward :
At that time no patient was admitted in Emergency Ward. However, one Pharmacist was present who reported that Dr. Raj Kumar, EMO has gone to take his meals. Later on, during my visit, Dr. Raj Kumar also joined while I was inspecting the hospital.
Capacity of Hospital :
It is 100 bed hospital. Male and female wards are separate. In Male Ward, only 7 patients were admitted and in Female Ward, only 8 patients were admitted.
In Female Ward, the patient lying on bed no.2 reported that she has not been given proper attention by the doctor and the staff.
Laboratory
:
There was a laboratory in the hospital. It was reported that there was no problem in the running of Lab. Although there was an ultrasound machine, but there is no headlight in the hospital and the ultrasound machine is lying unused.
Operation Theatre :
The hospital was having minor and major OTs.
Doctors
:
This hospital is having no surgeon, no child specialist, no orthopaedics, no skin specialist and even no doctor posted at the post of anesthetist.
Only operation of ENT has been performed in the hospital.
Ambulance
:
Although this hospital is having ambulance facility, but as per the public present in the hospital reported that the public is not allowed to use the ambulance at the rate which is given to the employees of BBMB. If any patient is to be shifted from the hospital, then they charge between Rs.28/- and Rs.30/- per km. from an ordinary person.
Recommendations:
This hospital is situated in Talwara which is a Border City of Himachal and Punjab. The building, residential quarters and the equipment lying in the hospital can be fully utilized if the vacant posts lying in the hospital are filled up. Otherwise, the public in general cannot take benefit of this hospital.
Keeping in view the location of the hospital, this hospital can be used to promote Medical Tourism if proper facilities are provided in the hospital.
Ambulance charges are so high. The Government is advised to take this matter with BBMB to reduce the charges so that poor persons can use the facility of ambulance.
Proper facility be provided for keeping the hospital neat and clean.
