INSPECTION NOTE RECORDLED

MEMBER SHRI AVINASH RAI KHANNA ON THE VISIT TO BUS STAND, SANGRUR on 22-08-2009.
On
(i) The Bus Stand
was very dirty. On the entry of the bus stand there
were some urinals which were in deteriorative condition.
(ii) The water cooler provided in the Bus Stand
was not in working condition.
(i)
The
time tables written on the Boards were defaced and were not visible.
(ii)
There
were shops in the Bus Stand, but no shop-keeper has displayed the rate list of
the articles being sold.
(iii)
The
level of the Bus Stand is lower than the main road and it was reported that the
water used to accumulate during rainy season and the passengers cannot use the
bus stand in easy manner.
I inspected Bus No.
PB-11-3816 of PRTC belonging to Ludhiana Depot. Neither any First Aid Box nor
any water cooler was provided therein.
This Bus had started from Hoshiarpur and it was to go to Jind. The condition
of the bus was such that it was very difficult to travel in the Bus. The
Conductor Sohan Singh No.864 reported that the
Government does not provide uniforms either to the Conductor or the Driver. It
was also reported that whenever the Bus is brought to the work-shop, the
employees of the work-shop do not wash it away. The seats of the bus were
uncomfortable. The model of the bus was of 1999. As per version of the Driver,
this bus needs heavy repair as the pump and the engine of the bus are not
working and still the PRTC is asking the drivers to ply the bus.
I
also inspected another Bus bearing No. PB-13-C-9565 of Dhuri
Bus Service in which no First Aid Box was provided. The Conductor and Driver were not in
uniform.
On
one side of the Bus stand, there was a taxi stand leased out by the PRTC @
Rs.50,000/- per month.
There was no drinking water facility, no toilet, no sitting arrangement
for the passengers and the sewerage holes were open.
At
that time the dirty water was standing in the taxi-stand which is part of the
bus stand.
It
was brought to my notice that 450 buses ply daily from the Bus Stand of Sangrur. There are
nine shops situated in the bus stand. Rs. 50,000/- per month are earned from
the taxi stand, but no amenity is provided either to the passengers or to the
taxi drivers from whom an huge amount is being
charged.
There
is no security in or near the bus stand.
No
medical facility is available in the bus stand.
No ambulance
is attached with the bus stand.
Recommendations:
(i)
Proper
drinking water facility be provided in the bus stand.
(ii) Proper toilets, both rooms and urinals be also provided in the bus stand.
(iii) The level of the bus stand be raised so that the rainy water may not accumulate in the
bus stand.
(iv) The shops where eatables are sold should be
checked by the Food Inspectors regularly so that proper eatables be supplied to the passengers.
(v) Proper sitting arrangement be made for the passengers and others.
(vi) The area which has been leased out to
taxi-stand be provided with the facility of drinking water, sitting arrangement
and the sewerage holes need to be covered, so that no untoward incident may
happen.
(vii) Proper time table be displayed in the bus
stand.
(viii) Proper security be
provided at the bus stand.
(ix) Proper medical facility be
provided and ambulance be attached with the bus stand.
(x) The buses should have First Aid Boxes and
the water coolers for the passengers.
(xi) The Drivers and Conductors be provided with uniforms so that there could be a
distinction between a common man and the employee of the PRTC.
