Visit of Hon’ble Member Sh Avinash Rai Khanna to Civil Hospital Ludhiana

 

 

   INTERIM REPORT

 

 

                        On 26-07-2009 at about 10-20 AM I visited Civil Hospital, Ludhiana. The condition of the mortuary was very pitiable. No de-freezer was in working condition. 4/5 unknown dead-bodies used to come in the Hospital, which are kept in the mortuary and 8/10 post-mortems are conducted daily in the above said mortuary. It was very difficult to enter in the mortuary as a foul smell was coming from it. 6/7 dead bodies were lying in the mortuary. There was no ice placed near the mortuary nor the dead-bodies were covered with clothes. It was reported that the dead-bodies from the Civil Hospital used to be shifted to Cremation Ground before covering the same and used to cremate without observing the religious rites.

                        On an inquiry, the Hospital administration reported that the only duty of the Hospital is to inform the Police if any such case comes.

                        I also visited the Police Post situated in the Hospital and inquired what procedure they adopt if some dead-body comes in the Hospital. The in charge of the Police Post reported that the intimation used to send to the concerned Police Station and it is the responsibility of that Police Station to deal with the dead-bodies in accordance with law.

                        On inquiry about the role of Municipal Corporation, it was reported that no employee of Municipal Corporation is posted in Civil Hospital and no help is rendered by the Municipal Corporation in keeping and for cremating the dead-bodies.

                        It was also reported that whenever some unidentified dead-body comes, it is kept in the Hospital for 72 hour for identification of the same.

                        It is observed that there is a lack of co-ordination of Hospital administration, Police and Municipal Corporation. Due to that reason, inhuman acts have been committed in the Civil Hospital as reported above. So my report be treated as a complaint.

                        Notice be issued to Civil Surgeon, SSP, Commissioner, Municipal Corporation and Deputy Commissioner, Ludhiana, to report what steps they take to keep the dead bodies in a proper condition and for disposal/cremation of the unidentified dead-bodies.
