INSPECTION NOTE RECORDLED BY  HON’BLE MEMBER SHRI AVINASH RAI KHANNA ON HIS VISIT TO CIVIL HOSPITAL, PHAGWARA on  1-08-2009.

 

 

                   On 1-08-2009 at about 2-45 PM, I visited Civil Hospital, Phagwara. The EMO and SMO were present along with me at the time of inspection of the Hospital.

          (1)     Emergency Ward.

Whitewash was going in the Emergency Ward. However, where

the Emergency Ward  was running, only one patient was admitted. EMO along with one Staff Nurse was present in the Emergency Ward.  There was a provision of medicines for 50 patients in the Emergency Ward.

 

(2)             Staff

Though the sanctioned strength of Doctors is 22, whereas only 18 Doctors are posted. There is need of one Child Specialist. In the absence of Child Specialist, it is difficult to run the Hospital in an efficient manner. Staff Nurses, sweepers and 4th class employees are also required to be posted in the Civil Hospital. There is a shortage of six Staff Nurses, 6 Class IV employees and six sweepers.

                   (3)     Swine Flu Ward

A separate Swine Flu Ward was there and there was arrangement of medicines for four patients in this ward, though it was locked at that time.

                   (4)     Minor O.T.

It was not neat and clean. No head-light was fixed on the table lying in the O.T.  A temporary bulb was fixed to provide light for the minor operation of the patients.

(2)         Blood Bank

There is a Pathalogist posted in the Blood Bank. 69 units of blood was available in the Hospital. There is a blood donation and refreshment room in the Blood Bank.

(3)     Electrolux Medical Referigerator. 

It was out of order

 

                   (7)     Toilets and Bath Rooms

These were not neat and clean as they should be in the   Hospital.

(8)     Indoor Patients    

A separate ward for male and female indoor patients is there, but due to non-supply of electricity at the time of my visit, patients were feeling uneasy. The capacity of the Hospital is 100 and 75 patients were admitted at that time.

         

                             A separate ward is established to treat infected patients.

                   (9)     Outdoor Patients 

                             About 600/700 patients come daily in the Hospital.

                   (10)   O.Ts.

There are two Operation Theatres in the Hospital, one for   general operation and another for eye & ENT operations. It is called  Eye & ENT O.T.  They are well equipped and were neat and clean. Proper medicines and other facilities were available in the OTS.

Multi-para Monitor is required to be provided in the OTS for its proper functioning.

The Automatic Film Processor is also required to be provided in the O.Ts. 

(11)        Ambulance

There is no ambulance in working condition in the Hospital. Taking into consideration the number of outdoor patients coming to the Hospital, at least two ambulances are required to cater to the need of the Hospital. 

(12)        Mortuary 

Daily 2/3 post-mortems are conducted in the Hospital. Some unknown dead-bodies used to come in the Hospital and there is only one defreezer, which was in working condition.

            It was reported that there is a full co-operation from the Municipal Corporation in keeping of the unknown dead-bodies in the Mortuary.

                                                       

          Hospital is equipped with Scanning Machine, X-ray Machine and ECG Machine.  About 25/30 patients used to take benefit of these facilities.

 

(13)        Parking

Parking facility is available in the Hospital, but the vehicles were standing in chaotic.

(14)        Road leading to the Hospital 

Hospital is situated on a site from  Jalandhar- Phagwara Road, but there is no indication showing the locality of the  Hospital. The road leading to the Hospital was in a damaged condition and if some patient comes to the emergency, it is very difficult for him to pass on the road situated near the Hospital which leads to the Hospital.

 

               RECOMMENATIONS

(i)                The proper staff be provided in the Hospital for its smooth functioning and to keep it neat and clean.

(ii)             The Medical refrigerator Electrolux should be put in order.

(iii)           A Child Specialist should immediately be posted in the Hospital.

(iv)           The Hospital be connected with hotline. The Department of Health be asked to deposit the requisite money with the Board and Municipal Corporation for release of the connection of Hotline so that the patients may not suffer.

(v)             All the Generators be put in order so that the patients may not suffer

(vi)           Multi-para Monitor be provided in the Hospital for proper functioning of the O.Ts.

(vii)        The Automatic Film Processor be also provided in the Hospital.

(viii)      The Mortuary should have the facility of at least two de-freezers. 

(ix)           The head-lights be fixed in the minor O.Ts.

(x)             Proper parking facility be provided in the Hospital                                

(xi)           Road leading to the Hospital be got repaired and be well maintained.  There should be an indication on the road showing the locality of the Hospital.
