INSPECTION NOTE RECORDLED
BY HON’BLE MEMBER SHRI AVINASH RAI KHANNA ON THE VISIT TO Civil HOSPITAL , SANGRUR on
22-08-2009.
On
1. Emergency Ward.
In Emergency Ward there
is a medical O.T. and Recovery Room which were neat and clean at the time of my
visit.
2. Dialysis Room
Three machines are fitted
for the dialysis of the patients and it is reported that for the last four
months 103 patients have derived the benefit of dialysis machines.
3. Capacity of the Hospital.
It is a 100 bed Hospital. At the time of my visit 114 patients were
admitted. It has 21 Doctors, 3 ambulances and in Emergency Ward, 14 beds were
lying. The Hospital is connected with Hot line and having three generator sets. It has been reported that there is no
shortage of electricity in the Hospital.
4. Outdoor
Patients
It has been reported that
about 500/550 patients come daily as outdoor patients for getting treatment in
the Hospital.
5. Toilets and Bath Rooms
These were very dirty.
The water was flowing and these were not upto the
standard of the Hospital.
6. Mortuary
Mortuary was also not
neat and clean. Although there were two de-freezers, but the same were not in
working condition.
6. P.P. Unit
It is 14 bed unit and was neat and clean and it was locked when I visited
the Hospital.
7. Labour
Room.
There is no provision in
the labour room for sitting of the attendants.
Although it was full of patients, yet it was still equipped with the
instruments. The patients present there reported that they are satisfied with
the services/treatment of the hospital.
8. Tele-medicine facility
This Hospital is provided
with tele-medicine facility. About 7/8 patients used
to come to take the benefit if this facility, but the Hospital does not make
advertisement to avail this facility.
9. X-ray Machines and other equipments
There are three units of
X-ray, out of which one is portable and two are fixed. Two ultrasound machines are also available in
the Hospital, out of which one is portable and another is fixed. The Hospital
is also having automatic Film Processor, but there is no C.T. Scan.
There is no Radiologist
in the Hospital.
10. Blood Bank
Blood Bank is fully A.C.
and 153 units of blood was available at the time of my
visit. It has been reported that 60/65% blood is voluntary donated in the Blood
Bank. It has also been brought to my notice that Rs.300/- are charged per
unit. It has also been reported that if
any donor requires blood for his patient, the same is given free of cost by the
Blood Bank.
11. Laundry
There
is a laundry unit in the Hospital.
12. Medical Ward
This ward
was not neat and clean as it should be. There was no proper sitting arrangement
for the attendants of the patients.
There is no drinking water facility for the patients. They have to go to
the down-stairs in order to bring the water.
13. Surgical Ward
This ward
was also not neat and clean. The toilets and urinals were very dirty. There was
no proper sitting arrangement for the attendants of the patients and no
drinking water facility was available for the patients and their attendants in
the ward.
There
was also de-addiction centre in the Hospital.
14. EMOS
There
are 5 EMOs working in the Hospital.
15. O.Ts.
There are
3 Os in the Hospital, one for eyes, one joint OT and one O.T. for Ortho.
RECOMMENDATIONS
(i) The
requirement of the Hospital was that the Hospital can only be kept neat and
clean if, for this purpose, a contract is given to some contractor. However, it cannot be kept neat and clean
with the staff at present available in the Hospital.
(ii) A Radiologist be appointed in the
Hospital.
(iii) Seeing the number of patients, C.T. Scan facility should be
provided in the Hospital.
(iv) Proper arrangements for the sitting of the attendants accompanied
the patients be also made in the Hospital.
(vi) The drinking water facility be also
provided on all the respective floors for indoor patients.
(vii) A blood donor chair is also required to be provided in the
Hospital.
(viii) Proper security should be provided in the
Hospital for the patients as well as their attendants.
(ix) Proper advertisement should be made to
popularize the facility of tele-medicine so that
maximum persons could avail the same.
