Visit of Hon’ble Member Sh Avinash Rai Khanna to Civil Hospital, Gurdaspur on 26.09.2009
On 26.09.2009, I visited Civil Hospital, Gurdaspur. I was accompanied by DC Gurdaspur as well as SDM Gurdaspur.
Complaint Box :
The Complaint Box was fitted in the entry of the hospital. When I asked the Acting SMO to produce the key of the Complaint Box as I wanted to see what type of complaints are received and were lying in the Box, the same could not be produced before me. The Box was opened. It was full of dust and nobody has ever tried to note down the complaints lying in the Box.
Swine Flu Ward:
A separate Ward for Swine flue patients was kept to treat the swine flu patients.
Parking :
There is no separate parking in the hospital although a number of patients used to come. The vehicles were lying parked here and there.
Emergency Ward:
There were 7 beds lying in the Emergency Ward and 4 patients were admitted at the time of my visit.
The minor O.T was also attached with the Emergency Ward, but the headlights of that OT were not working. The OT was not neat and clean. The bath room and toilets of the Emergency Ward were also not neat and clean.
There are specialists like Surgical, Child Specialist, Medicine Specialist and Dental Surgeons were sitting in their rooms. The patients reported that they are not getting medicines from the hospital and they have to arrange the same themselves. No Mobile Dental Van was attached to the hospital.
Ambulance :
3 Mobile ambulances are attached with the hospital having 3 drivers with them.
Medical Telepathy System :
This hospital is attached with Medical Telepathy System. Only 6-7 patients take benefit of this system from this hospital.
Even no computer operator was available in the Medical Telepathy Department. It has been reported that the hospital is making no provision to make advertisement regarding this system available in the hospital.
E.N.T Department :
The patients were satisfied with the working of the Doctor. A separate room for audio-meter room was there and it was equipped with the modern system and working properly.
Hotline :
This hospital is attached with hotline system.
ECG Machine :
One employee was present in the room at the time of my visit. Here ECG Machine was fitted. When I enquired about his qualifications, it was reported that he is B.A and a Class-IV employee and is doing ECG. Every day about 15-20 patients used to come. He was not a qualified person to do ECG.
Laboratory :
There were 5 laboratory technicians posted in the Laboratory.
Fridge:
The fridge lying in the laboratory was not working.
Incubator :
The incubator was also not working. Full auto analyzer was also not working. However, Semi auto analyzer was working. One Computer was also lying in the Room of Pathologist which was also not working.
ICTC Department :
It was working properly.
Dispensary :
There are 2 posts of Dispenser/Pharmacist, but only one person was posted there. It was not neat and clean.
Operation Theatre :
There were 3 OTs in the hospital; one for Eye, and the other 2 General OTs. These were equipped with modern equipments and working condition. It has a multi-para monitor emergency microscope.
Indoor patients :
Orhtopaedic Ward :
This Ward was not separate for Male and Females. Males and Females were lying in the same Ward. Lakhvir Singh lying on bed no. 38 reported that he has not been attended by the doctor and the staff properly.
Rakesh Kumar lying at bed no.29 reported that he is a BPL Card holder and is not getting the benefit from the hospital.
The bath rooms and toilets were very dirty and were not worth using. A burn case was lying along with other patients.
Medical Ward :
Medical Ward consists of a Child Ward and other patients. In child Ward there was no bed sheets on the beds. The phototherapy unit was working properly in the Ward. The water cooler was not working properly. The fans fitted in the Ward rooms were not in working condition.
Convict and trial Ward :
There is a separate Ward in the hospital but no patient was lying there.
Blood Bank :
In Blood Bank, about 106 unit of blood were lying deposited.
There was a separate Blood Collection Room, Refreshment Room in the Blood Bank, but this Blood Bank needs donor couch for taking blood easily. It was reported that free of cost blood is being given to the 7 diseases, namely, (i) Thalassemia; ii) Haemophilia; (iii) Cases of Cancer; (iv) Leukemia; (v) Aplastic anaemia; (vi) Road Side Accident; and (vii) Burn Cases more than 37%.
There was tested and untested blood lying in the freezers.
The bath rooms were not neat and clean. The sewage was also not working in this area.
Fridge :
One of the Fridge was not working in the hospital.
Capacity :
It was 100 bed hospital and 88 patients were lying admitted at the time of my visit.
Recommendations:
The Complaint Box if fitted, should be operated by the officials of the hospital too look into the complaints of the public in general.
Proper Staff should be posted to keep the bath rooms neat and clean. There are only 12 sweepers posted in the hospital whereas about 18 sweepers are required to keep the hospital neat and clean.
ECG Machine should not be operated by an unqualified person. A qualified expert be appointed to operate the said machine.
The instrument lying inoperative in the laboratory, be put in operation after repairing it or after providing a new one.
To make the Medical Telepathy facility more popularized, the Government should make advertisement in this regard.
The hotline in OTs be put in order.
Male and Female patients should be kept separate. The patients, who have made complaints, their complaints be redressed.
Burn cases should be kept separately from the other patients.
Proper Parking Facility be provided in the hospital.
Proper medicines be provided to the patients by the hospital.
