INSPECTION NOTE RECORDED BY AVINASH RAI KHANNA,           MEMBER, PUNJAB STATE HUMAN RIGHTS COMMISSION, CHANDIGARH ON THE VISIT TO CIVIL HOSPITAL KHANNA ON 31-10-2009.

 

 

I visited Civil Hospital, Khanna. S.M.O. Mr. B.S.Kalsi also accompanied me during my visit. My report is as under:-

                   1.       O.P.D.

Most of the Doctors were on their seats, but Dr. Kang, who was to sit in De Addiction Centre was not on the seat. I was informed that he had gone to attend a meeting with prior information to Mr. B.S. Kalsi, S.M.O.  Later on, during my visit he came back.

Dental Surgeon had gone to attend a meeting, but the patients were sitting outside his room and were not aware of the fact that the Doctor was not to attend the office on that day. The S.M.O. was advised to fix a notice on the Notice Board in case any Doctor is not to attend the office due to any reason.       

In OPD, 450 patients used to come in the Hospital.  There was no proper sitting arrangement in the OPD. A few benches were there for sitting of the patients and their attendants. There was a rush of the patients, who had to get the OPD slips from the window.  The patients and their attendants were facing difficulty and inconvenience due to lack of sitting arrangement.

2.       De Addiction Centre

         In De Addiction Centre, there is no provision to deal with such like cases. Only an Heart Expert was to sit in the room. The rooms, where the Doctors were attending the patients, were without white wash and were not looking properly maintained at the time of my visit.

                             3.       Staff

          The sanctioned strength of Doctors is 22, but only 11Doctors   have   been   posted   in   the   Hospital.  There  is  no

Gynaecologist, no Radiologist though the Hospital is having X-ray and scan machines, but  due  to  non-posting of Radiologist

proper facility of scan and x-ray can not be provided to the patients in the Hospital.

          There is no automatic Film Processor available in the Hospital. Seeing the number of patients coming to the Hospital, the automatic Film Processor is required to be provided in the Hospital.

                    4.      Telepathy

                             This Hospital is not attached with Telepathy System. It 

                   should have been provided in the Hospital.

                   5.       E.M.Os

At present no E.M.O. is posted in this Hospital. Five E.M.Os. are required to be posted in the Hospital. For proper functioning of the Hospital, otherwise some other Experts work as E.M.Os. The patients suffer due to non-availability of the E.M.Os. both ways.

                             6.       Indoor Patients

                               It is 50 bedded Hospital and 30 patients were admitted in                

                     the Hospital at the time of my visit.

                     7.     Dental Department

                   The Dental Surgeon had gone to attend a meeting. The patients were sitting outside his room.

          On inspection of the room of Dental Surgeon, it was found that the dental chair was very old and uncomfortable and some of the equipments lying there were also very old. Sterlizers and other equipments were also old. In place thereof, new and modern equipments are required to be provided in the Hospital.

8.       Emergency Ward.

This ward has eight beds and two patients were lying at  the timee of my visit. The toilets were not neat and clean. The fridge lying in the emergency ward was not in working condition.

                   No head-light was fixed on the operation table.  Only two  bulbs were  fitted  as  a  make  shift  arrangement  in stead  of providing head-light. The taps fixed on the wash-basins were also not working.

          9.       Operation Theatre       

                              I visited the O.T. There is only one O.T. for Orthopaedics, 

 There is no C. Arm and table which are required for Orthopaedician. 

              There is no proper labour room for performing deliveries.                                    

              On the entry of the O.T. water was oozing. There was seepage on the floor and the water has collected in the O.T. So, it is not a good sign regarding the maintenance of the Hospital.

10.     T.B. Room

There was a T.B. room, but without any  Doctor/Specialist.

                   11.     Mortuary

It is located just on the entry of the Hospital. It has two  defreezers.

                      12.  Hot line

          This Hospital is connected with hot line system. It  has two  generating sets which were  in operation.

                      13.  Ambulance

           This Hospital has two ambulances and two drivers were  on duty.

14.     Parking

There is no proper parking in the Hospital. The vehicles were lying here and there.

                              15.   Blood Bank

This Hospital is having Blood Bank. The refrigerator was out of order since its installation.  So, proper inquiry is required to be   conducted how an out of order refrigerator is lying in the hospital. This blood bank is having no blood donor couch.

 

Eleven   units   of   blood   were   lying   in  the  hospital  at that time. No refreshment is provided to the blood donors in the Hospital.      

                               The toilets were not neat and clean.

            It has been reported that free blood is provided to the road side accident cases and cancer patients.

                    16.    Laboratory.                         

            Three Technicians are required to be posted in the lab. At present only one Technician is posted. About 50 tests of blood and urine used to come in the lab.

                   17.     Aids Centre

Although a centre is there for the purpose, but without any counsellor.

The patients present in the Hospital at the time of my visit have not complained about the behaviour of any official of the Hospital.

                             RECOMMENDATIONS      

                   (i)      Proper staff should be provided in the Hospital for the proper and smooth functioning of the Hospital.

(ii)      Necessary equipments like C-Arm, Phaco Machine,  Proper chair to the Dental Deptt., Refrigerator, Fridge, Head-light, and Blood Donor Couch should be provided in the Hospital.

(iii)     For the Refrigerator which was stated to be out of order since its installation, the inquiry should be conducted and the responsibility be fixed on official who is responsible for the purchase of this refrigerator.

(iv)     O.T. should be properly maintained. Necessary repair should be carried out, so that it may not become unhygienic.

(v)      For aids patients, a counsellor is required to be posted in the Hospital.

(vi)     In case of absence of any Doctor either being on leave or has   gone   to   attend   some  official  work/meeting,  a  proper notice  should   be   displayed  on   the   entry   gate  of  his room in Punjabi  to avoid inconvenience to the patients.

(vii)    Proper E.M.Os. should be appointed.

(viii)   This Hospital should be attached with telepathy system.

(ix)     Proper parking facility be provided.

(x)      Proper sitting arrangement be made in the O.P.D.        

To keep this Hospital neat and clean, proper staff should be   provided.
