Subject : INSPECTION NOTE ON COMMUNITY HEALTH CENTRE,
                  HARYANA, DISTRICT HOSHIARPUR.

On 30-5-09, at about 8.20 A.M., I inspected Community Health Centre, Haryana along with Civil Surgeon Hoshiarpur. My observations are as follow:-

        It has been reported to me that there are five doctors posted in the hospital and in addition to that, one Homeopathic doctor is also posted in this Community Health Centre. But at the time of my visit, only Homeopathic doctor was present. None of the other doctor was present in the hospital till 8.40 A.M. At that time, two doctors came and that too, on the calling by some staff of the hospital. The rooms which doctors used to sit were closed but locked.

        One Pharmacist and one staff nurse were on leave. Their leave applications were lying in the register.

        No lab technicians was present. Only one nurse namely Ravinder Kaur was present who was looking after the hospital where 9 patients were lying admitted after operation. There was so many beds of the patients but without bed sheets of the hospital. The compound of the hospital was not properly neat and clean.  It has been reported by the public present at that time of my visit and by the press reporters that all the doctors are doing private practice and used to come late in the Community Health Centre, Haryana.

Recommendations;-     I recommend that the Government be asked to make necessary arrangements for the maintenance of hospital and to keep the hospital neat and clean.

ii.      Absent staff without leave applications be punished according to service rules and all the staff be transferred from this hospital outside of district and action taken report in this regard be sought so that proper inquiry can be conducted and doctors found guilty of private

practice be prosecuted u/s 168 IPC.

iii.     That this hospital be brought under Punjab Health System Corporation so that funds collected from the patients can be utilized to provide proper service available in the hospital.
