INSPECTION NOTE RECORDLED BY HON’BLE MEMBER SHRI AVINASH RAI KHANNA ON THE VISIT TO GOVT. RANDHIR  COLLEGE , SANGRUR  ON 22-08-2009.

                                            

                   On 22-8-2009 at about 1 PM I visited the Govt. Randhir College, Sangrur. The Principal of the College and other Teachers also accompanied me while inspecting the College.  My observations are as under:-

          1.       Zoology Department

First of all I visited the Zoology Department.  The toilets and bath rooms in this Department were dirty and the building was not of good condition. The water taps fitted in the lavatory were not working properly. The museum of the Department was also not neat and clean as it should be.

          2.       Botany Lab.

I visited the Botany lab in which the class was going on. The students and the Teacher of the class were sitting in a room where the fans were not working. In fact, the class room was without proper fans,

                   3.       Arts Block

The Arts Block building was in a dilapidated condition, it        needs heavy repair immediately. The windows and doors of the rooms were not properly fixed. So many windows and doors of the rooms were without planks. One room in the Arts Block has been declared by the PWD Department unfit and unsafe for human habitation.

          There was an old Hostel Building which has been given to the faculty of the College. In this building, three computer labs were working and these were equipped with computers, and is having six Teachers to teach the students. There is also an extension of State Bank of Patiala in the College.

4.       Boundary wall 

          The College requires a boundary wall for the proper safety of the College.

5.       Canteen

          The canteen was not hygienic. It was not neat and clean. The fans fitted in the canteen were not running properly. There is a provision for the sitting of girls and boys students separately.

6.       Conference Hall

          Although it is a newly constructed building, yet it is incomplete.  It is having no proper sitting arrangement and is also having no sound system.

7.       Post-Graduate Block

          It is also a newly constructed block having 8 rooms but without any corridor.

8.       Sports Department

          There are two Teachers in the Sports Deptt.  College participate in 25 Events. The College has its own stadium which needs repair and more construction as per requirement of the sports persons. No ground boy is posted in this Department. It is also having no class-iv employee. It has been reported that there is no problem of sports material in this Department.

9.       Sewerage

The sewerage of the College is not connected with the sewerage of the Municipal Committee. All the sewerage has been put by digging the pits.

                   10.     Drinking water facility 

          There are five water coolers in the college premises for the use of the students and the staff.

          College is having NSS and NCC units. 

          The separate career counselling/placement cell has been working in the College.

11.     Physics Lab. 

          There are two physics labs in the College. The building is not in a good condition. One of the labs is looking like a store in which waste material is stored. The  dark room physics lab is also like a store. Though in the second lab some material is lying for doing practical, but only one bulb and one fan was fitted in the lab.

12.     Chemistry Lab.

          There are two chemistry labs in the College, but no water tap was working at the time of the visit to the labs. In the labs two bulbs and two fans were working. It needs more staff. The labs were not so neat and clean as these should be.

13.     Staff Room

          The staff room was properly furnished, but toilets and wash rooms were not neat and clean.

14.     Girls Common Room

          It was not in a good condition. It was also attached with a toilet.

15.     Library

          The books were lying in the library, but it was not in a proper building and there is no Librarian posted in the library. It is being run by the Restorer.

At the time of my visit, the classes were going on. The students were studying in the classes. There was no hue and cry and the classes were going on in a disciplined manner. Even the students sitting and roaming in the college compound were also disciplined.

          The students had reported that they are facing difficulties while coming to the College as the private buses do not allow them to board the buses and the Govt. buses sometimes do not stop near the College.

16.     Staff 

          There is a shortage of Lecturers, Clerks, Sweepers, Librarian and Electrician etc.

          RECOMMENDATIONS 

                   (i)      The laboratories should be equipped with the required material     

so that the students could do practical in a proper manner. Proper staff be provided to keep these laboratories neat and clean.

                   (ii)     A permanent qualified Librarian be posted in the Library.

                    (iii)   There is no post of electrician in the College. A post of Electrician be created to be posted in the College.

                    (iv)   There is no Gardener in the College. Seeing the area of the College, one Gardener is required to be posted in the College.

(v)     The canteen should be made hygienic so that the students can take healthy/proper food from the canteen. The canteen building which is in a dilapidated condition should be repaired immediately so that any untoward incident may not happen.

 (vi)  The doors and window which need heavy repair should be repaired on priority basis.

(vii)   The fans, electric tubes and bulbs in class rooms which are not working, either they should be replaced or put on working condition.

(viii)  There is no security in or near the college premises. Taking in view the number of the students in the College, proper security arrangements be made in the College.

(ix)    Conference Hall be completed immediately, otherwise with the passage of time it will become worthless.

(x)     The College be given a sewerage connection so  that the ground level water may not get polluted.

(xi)    A corridor be provided in  the Post-Graduate Block, otherwise it will also become worthless.

(xii)   To give proper look to the College, the grass standing therein be immediately cut and removed. By appointing a Gardener, a park can be developed in the College.   

(xiii)  The administrative building also needs repair.  It be got repaired according to the need.

(xiv)  The office of the Principal is situated on one side of the building of the college and it is very difficult for him/her to control the College affairs from a side.  A proper site/room be provided for the office of the Principal. The office of the Principal should be shifted to a proper side of the College Building from where he/she may easily control the college affairs.
