Subject :INSPECTION NOTE ON CIVIL HOSPITAL, GARH SHANKAR.

        On 30-5-09, at about 12.30 A.M., I visited Civil Hospital, Garh Shankar along with Civil Surgeon, Hoshiarpur, S.D.M. and D.S.P. Garhshankar. My observations are as follow:-

EMERGENCY WARD:-    In emergency ward, only one patient was admitted and E.M.O. was present along with staff. Indoor patients were admitted in male and female wards. It is a 50 bedded hospital and 27 patients were lying admitted in the hospital at that time.  So, many beds were without bed sheets. Bath room and toilet were not neat and clean. Life saving medicines are lying there.

BLOOD BANK:- Blood bank operated by this hospital was in a very bad shape. Blood collection room was very dirty. Air conditioner of the lab of the blood bank was not in order. The lab was also dirty. An oven was lying there was out of order and that oven was used by the staff for keeping files etc. This blood bank is not up to the mark and 13 units of blood were available there.

OPERATION THEATRE :- There are three operation theatres. One O.T. is called minor O.T. and two other O.T.s where operations are conducted by doctors. O.T.s were neat and clean. Only one O.T. was having equipped with emergency kit.  Other O.T.s was without A.C. and without emergency kits.

LAB:- There are 3 lab technicians posted in the hospital and the lab is properly working as reported by the staff and others.

X-ray Machine etc.:- There was an X ray Machine in the hospital and a number of x rays are conducted in the hospital daily. So, automatic film processor is required in the hospital.  Ultra sound machine was not in working condition.  It is beyond repair and the Government is not providing a new ultra machine which is the need of the hospital of the area. E.C.G. machine was in working condition.

 

Waiting hall of the attendants of the patients:- There was no sitting arrangement of any kind in the waiting hall of the hospital. The attendants have to either sit on the floor of the hospital or they use to pass time while standing here and there.

Mortuary hall: Mortuary hall of the hospital was in a very bad condition. Compound was very dirty. Inside of the mortuary hall was clean up to some extent.

Dirty water:-Dirty water was standing near the hospital. There is no arrangement for the disposal of dirty water and foul smell was emerging from there.

Residence of Doctors and Staff:- Only two doctors were residing in the residential houses situated in the hospital. It is reported that other quarters need heavy repair. Similar is the condition of residential houses.  Water supply is very poor in these hospitals.

Recommendations :-    The government is asked to provide a scanning machine immediately in the hospital. The condition of blood bank is required to be made up to the mark. Deficiencies as reported be made good.

        Proper emergency kits be provided in operation theatre. Proper sitting arrangement be made. Arrangement be made to remove dirty standing water.

        Proper drinking water facility be provided in the quarters and houses of the hospital and quarters need repair, required repair be got done.
