Subject : INSPECTION NOTE ON CIVIL HOSPITAL, HOSHIARPUR.

        On 30-5-09, at about 10.30 A.M., I gave a surprise visit to Civil Hospital, Hoshiarpur upon which my observations are as under:-

Emergency Ward :-I visited emergency ward where one doctor and two nurses were present and about 5 patients were under treatment. No body made any complaint against the doctors and other staff. Bath rooms were not so much clean as these should be in the hospitals.

        There were life saving medicines for 50 patients lying in the emergency ward and there were also medicines for swine flue  available in the emergency ward.

O.P.D.:- I visited all the rooms of doctors. Doctors were attending the patients. No body made any complaint.

                However, Dr. Vir Singh, Child Specialist was not sitting in his room and the mothers of child patients Sonu and Jaswinder reported that they were sitting in the hospital since 9.00 A.M. but doctor has not come to check up the indoor patients. It is a hospital of 200 beds and total 109 patients were admitted as indoor patients. I visited all the patients but no body complained against doctor and the cleaning was in progress when I started my visit. However, indoor patient department was not so much neat and clean as it should be.

        Almost with all doctors, medical representatives were present.

Blood bank:- I visited blood component unit. It was made as per specifications/guidelines of Hon’ble Supreme Court as per the report of Civil Surgeon. This unit was fully air conditioned and was neat and clean. Staff was present in the blood bank and 103 blood units were available in this unit.

        I also visited I.C.T.V.C. in which councilling for HIV + patient was done. A councilor along with some patients were present at the time of my visit. However, this centre needs improvement because councilor was lacking knowledge about the fact in case some HIV+

patient comes, how further inquiry regarding the reports of HIV+ patients are to be made.

X ray, Ultra Sound Units and Lab :-        These units were functioning in a proper manner. An automatic film processor was already installed in the hospital which helps in early making of films which saves time for preparing X ray films.

Dialysis Centre:-  Two dialysis machines are there in the hospital but at the time of visit, both the machines were not functioning.

Availability of staff:-     There are so many vacant posts in hospital. List is attached herewith.

        Total 546 patients were examined from 8 A.M. to 1.30 P.M.

        Total 52 X rays were done and total 257 tests were done in lab.

Total 26 ECGs were conducted and total 19 USGCs were done on 30-5-09 on the day, when I visited the hospital.

Mortuary room :-        It was neat and clean.

Recommendations:-I recommend that the vacant posts be filled up soon because it is district level hospital.

ii       The department be asked to recruit proper staff so that the hospital should be kept neat and clean.

iii      Dialysis machine be put in operation after making necessary repair.

iv      The medical representative be asked to come on a specific time to meet the doctors when the load of patient is light. They should not disturb the day to day functioning in the hospital.
