INSPECTION NOTE OF HON’BLE MEMBER SHRI AVINASHRAI KHANNA OF HIS VISIT TO PS CITY PHAGWARA ON  1-08-2009.

 

 

                   On 1-8-2009 at about 12-45 PM I paid a surprise visit to PS City Phagwara and my observations are as follow:-

(1)     Office of Moharrar Constable

I visited his office, where I checked the DDR. The last entry was shown to be at 10-10 AM. No cogent reason was given  for not carrying out the other entries in the said register.  At 12-45 PM I recorded the entry of my visit. 

The report of my visit  is attached.

(2)       STAFF

The sanctioned posts in the Police Station was follows:-

(3)       NO. OF PCRs

9 Motor Cycles and 1 Zypsy have been deployed with PCR attached to Police Station City.

                   (4)     COMPUTER ROOM

There are 5 computers installed in the computer room and 4 operators have been employed for the functioning of these computers. The fax machine was also installed there.

 

(4)      LOCK-UPS

There are two lock-ups in the Police Station, one for male and another for female. The lock up meant for male was of

 

dilapidated condition and two inmates were locked up in the lock-up, where the females are to be kept. Their names are Nanju and Sandeep. They told me that they were brought in the Police Station on 30-07-2009 at 6 PM from Jalandhar and have not been produced before any Court or Magistrate till the time of my visit.

                   (5)      WIRELESS ROOM

Three Wireless Operators were appointed in the Police Station   and at the time of my visit, one Binderjit Kaur wife of Chaman Lal, resident of Sham Nagar, Street No.7, was sitting. On my inquiry, she could not give any satisfactory answer, although she reported that she had not been brought by the Police.

 

(6)     General condition of the building was not good. It needs major repair.

(7)     TOILETS AND BATH ROOMS

Toilets and bath-rooms were also in dilapidated condition and these were unfit for human use.

                   (8)     CASE PROPERTY

Most of the space has been occupied by vehicles standing therein. The list of the vehicles standing there is attached herewith.

Note:  D.K. Vasu’s case guidelines were displayed on the Board.

RECOMMENDATIONS

(i)                The reason for non-maintenance of DDR be got verified and accordingly action be recommended.

(ii)             The fact of custody of Nanju and Sandeep be also got verified and the official found guilty be punished according to law.

(iii)           The case property in the shape of vehicles parked in the Police Stations be asked to be disposed of in accordance with law.

 

            

(iv)           Proper staff be posted in the Police Station for smooth functioning of the Police Station.

(v)             Proper toilet facility be provided in the Police Station for the visitors who come there.
