HON’BLE MEMBER SHRI AVINASH RAI KHANNA OF HIS VISIT TO SUB JAIL AT PHAGWARA on 1-08-2009.

Capacity of the
Jail
It was reported to me
that the Jail is having capacity of 20 inmates, whereas at the time of my
visit, 35 inmates were found there. It
was not neat and clean. No sweeper was employed to keep it neat and clear.
There was no bath-room for the inmates and open space was shown to me which was
being used as bath room by the inmates.
(2)
Non availability of Cook
No cook was posted for
preparation of the food for the inmates of the jail.
(3)
No proper sitting arrangement is there for the visitors, who come to meet
the inmates in the jail.
(4)
Legal Assistance
Pardip Kumar, Rajpal
Singh and one Kirpal Singh have told me that no legal
assistance has been provided to them.
(5)
T.V. Sets
Three Televisions were
there for the entertainment of the inmates.
Mr. Mintu
was lodged in the jail for the last more than 8 months in a case under Section
304-A, IPC.
(6)
Empty Cylinders
Empty cylinders without
any gas were lying to fight for fire. No explanation was given by the jail
authorities for these empty cylinders. The jail is situated in a very conjusted area. The
inmates even cannot properly walk. The space is so little that it is not
possible for 35 inmates to live in jail in a proper manner.
RECOMMENDATIONS
(i)
Cook
and Sweeper be employed in the sub Jail.
(ii)
Proper
toilets and bath-room be arranged for the inmates.
(iii)
Proper
sitting arrangement for visitors who come to the jail to meet inmates be made.
(iv)
To
fight against fire, the filled up gas cylinders and sand etc. be made
available.
(v)
Legal
assistance be provided to the inmates, who do not have
proper legal assistance.
