JUSTICE R. S. MONGIA

Born on 10th June
1940. Obtained his Law Degree in 1963 from Panjab
University, Chandigarh. Got enrolled as an Advocate in
July 1964. Started practice straight in the Punjab and
Haryana High Court at Chandigarh. Within a few years
established himself as a leading lawyer in the
constitutional law with service matters as a field of
specialization. Handled many important cases in this
field as also in other fields of law, i.e. Criminal Law,
Rent Law, Co-operative Law, labour law etc, etc. Was
designated as Senior Advocate in the year 1987.
Standing counsel in the Punjab and Haryana High Court
for various Institutions like Chandigarh Housing Board,
Guru Nanak Dev University, Punjab and Sind Bank, Punjab
Khadi and Village Industries Board, Chandigarh etc.
Also handled important cases on service matters on
behalf of Punjab Financial Corporation, Haryana Agro
Industries Corporation, Haryana Small Scale Industries
and Export Corporation, Goindwal Industrial Corporation,
Punjab and Haryana High Court etc.
Was
elevated as a Judge of the Punjab and Haryana High Court
on June 15, 1990. Was further elevated as a Chief
Justice of Gauhati High Court on June 4, 2001, from
where he retired on June 9, 2002. While as a Judge of
the Punjab and Haryana High Court was appointed as the
President of Sikh Gurdwara Tribunal, President of the
Punjab State Advisory Board (NSA and COFEPOSA) and also
the Executive Chairman of the Punjab State Legal
Services Authority. As the Executive Chairman of the
Punjab State Legal Services Authority held many
successful Lok Adalats in the State of Punjab.
As
a Judge of the Punjab and Haryana High Court and as
Chief Justice of the Gauhati High Court rendered many
important judgments on Constitutional Law and other
branches of law. In 1990 was a member of the Full Bench
which rendered the important judgment regarding
President Rule in the State of Punjab. Presided over
many Full Benches.
On
January 20, 2005 was appointed as the President of the
Punjab State Consumer Disputes Redressal Commission and
demitted the office on the 9th June, 2007(A.N.) after
completing the tenure of the post. Joined as
Chairperson of Punjab State Human Rights Commission on
12.11.2007. |
