Mr. Justice Baldev Singh, Member

Hon’ble Mr. Justice Baldev Singh  retired as Judge from the Punjab & Haryana High Court at Chandigarh on 14.2.2007.  He joined as Member in the Punjab State Human Rights Commission at Chandigarh on 4.11.2008.  His appointment is for five years.  He will retire on 3.11.2013.

He was born at Barnala on 15.2.1945.  He graduated from S.D.College, Barnala, in the year 1963.  Then he passed his LL.B. Examination in 1965 from Law College in the Punjab University, Chandigarh.   He was below 21 years and had to wait for obtaining licence from the Bar Council of Punjab for starting practice, as the licence could not be granted before the age of 21 years.  After obtaining the licence in 1966, he practised in the Muffasil courts at Barnala for about 3 years.

He was recruited as Judicial Magistrate in the year 1970.  He had topped in the P.C.S. (Judicial) Examination and his first place of posting was Patiala.  Hon’ble Mr. Justice Harbans Singh was the then Chief Justice of the Punjab & Haryana High Court.  He acquired the virtues of humility and simplicity from His Lordship,  which paid him rich dividends in his career.   Hon’ble Mr. Justice Ashok Bhan(Judge of the apex Court) and Hon’ble Mr. Justice N.K.Sud (now Lok Ayukta, Haryana)  were his class fellows, who have left an indelible impression of their capabilities on his life.

He had a long tenure of service of more than 36 years.  He remained as Member of the Superior Judicial Service from 1992 onwards.  He worked as District & Sessions Judge from 1999 to 2004 in the Sessions Divisions at Kapurthala, Chandigarh (District & Sessions Judge, Vigilance (Punjab),  in the Punjab &  Haryana High Court), and at Ludhiana.  He was elevated as Judge of the High Court on 5.11.2004.

His father S. Balwant Singh was an Advocate who died after doing practice for more than 50 years.  He had obtained his M.A. and LL.B. Degrees from  Aligarh Muslim University.  He was famous for his deep knowledge for Urdu and Persian literature.

He has an aptitude for English literature.  According to him, happiness comes in the life of every one sooner or later.  He admires the poet, who said  “happiness often sneaks through a door, you did’nt know was left open.”

He enjoys life which is full of contentment.

 

Sh.L.R. Roojam, Member

After obtaining degree of Bachelor of Laws in 1966 and Master of Arts in Political Science in 1968 from Punjab University, Chandigarh, on selection by the Punjab Public Service Commission, he joined as a Lecturer in Political Science in Government College, Gurdaspur in October 1969. In 1970, he appeared in PCS (Judicial) Examination and was successful in the first attempt itself. He joined in Judicial Department in August 1972. In 1973, he appeared in IAS & Allied Services Examination conducted by the Union Public Service Commission and was successful in the written examination for the mains and after interview he was offered Gazetted Class-I post in the Indian Ordinance & Factory Services. During the long tenure in the Judicial Service, he worked as Judicial Magistrate, Rent Controller, Guardian Judge, Chief Judicial Magistrate and Senior Sub Judge. In August 1992 he was promoted to Superior Judicial Service, and thereafter, he worked as Member Secretary with the Punjab Legal Services Authority, Presiding Officer of Labour Court, Jalandhar and Legal Advisor with the Punjab State Electricity Board. For over a year he remained posted as Additional District & Sessions Judge as Incharge of the Distt. Fatehgarh Sahib. In October 1999, he was designated as District & Session Judge and posted at Hoshiarpur where In worked for over three years. During this tenure, as per the directions, he has a proud privilege to organize National level Lot Adalat and Seminar which was presided over by His Lordship Mr.Justice B.N. Kirapl, the then Hon’ble Chief Justice of India and Hon’ble Justice Mr. Ashok Bhan, Judge of Hon’ble Supreme Court of India. This occasion was graced by the Hon’ble Chief Judtice, Punjab & Haryana High court and almost all Judges of Punjab & Haryana High court, District & Sessions Judges, Civil Judges (Senior Divisions), Chief Judicial Magistrates and legal luminaries which created history of the sorts in the region. Thereafter, he also worked as District & Sessions Judge, Rupnagar, District & Sessions Judge (Vigilance), Punjab, High Court of Punjab & Haryana at Chandigarh and after superannuation on 31.3.2004 he worked as President, District Consumer Disputed Redressal Forum, Bathinda, President, District Consumer Disputes Redressal Forum, Ropar and at the time of joining the present assignment he was working as President, District Consumer Disputes Forum- II, Chandigarh. He joined as Member, Punjab State Human Rights Commission on 04-11-2008 for the full term of five years.

 

 

 

Sh. Baljinder Singh, Member

 

Sh. Baljinder Singh S/O Sho Mohinder Singh Thakur & Smt. Sushila Wati belongs to an agriculturist family from Patiala (Punjab), his father was an officer in A.G.Punjab (Chandigarh)

EDUCATIONAL QUALIFICATION

He is M.A. in English, History & Philosophy, M.Ed & LLB. He studied in Govt. Multipurpose Senior Secondary School Patiala, Govt. Mahendra College Patiala and then Punjabi University Patiala.

PROFESSIONAL EXPERIENCE

He practiced as an advocate at Distt. Courts Patiala. After the completion of 21 years teaching he took V.R.S from Punjab Education Deptt.(S) as lecturer English.

ACADEMIC ACTIVITIES

He is life member of Indian History Congress, member senate Punjabi University Patiala since July, 2007 & member Distt. Advisory Committee (Education). He organized and attended various seminars and symposiums of state, national and international level. He played a key role in organizing an international seminar on ‘Celebrating Diversity’ increasing international understanding among students & youth on 19-20 Feb.2011 at Chandigarh under the banner of W.O.S.Y. (World Organization of Students & Youth). In which about 300 delegates from 37 different countries participated. It was a very successful event. He is a regular contributor to various newspapers & magazines. He participated in Debate & Declaration contest several time.

SOCIAL ACTIVITIES

Founder Chairman and Member of Panchnad Foundation (NGO) which is working in the social, educational and environment field for the last 12 years. He remained Chairman of this NGO for about 10 years. Active participation in students movements, and attached with a student organization named ABVP and performed various responsibilities assigned to him time to time, which he fulfilled with devotion and dedication. He organized Personality Development Camps (PDC) and free coaching classes, free books distribution among poor and needy students. Organized many blood donation camps and donated blood number of times.

He joined as Member, Punjab Human Rights Commission on 9th March’2011 for the full term of Five years.

 

Sh Pushpinder Singh Grewal

 

          Sh. P.S Grewal was born on 12th Jan.1946. He belongs to the family of lawyers where his Grandfather, Father and Brother have all been practicing lawyers.

He did all his education in Ludhiana from Panjab University. He obtained degree in Mechanical Engineering from G.N Engineering College Ludhiana in 1966.

He was appointed Assistant Professor in Mechanical Engineering in his own college immediately after passing.

He shifted from teaching to Industry by joining Fertilizer Corporation of India at Sindri. Has worked in various units of the company at Sindri, Barauni, Gorakhpur, & Nangal. Later on with the re-organization of fertilizer Industry he continued at Nangal unit and worked at Nangal, Bathinda, Panipat units of National Fertilizers. He rose to be Head of unit at Panipat for 4 Yrs and was later on appointed a Chairman and Managing Director of National Fertilizers Ltd. for a full term of 5 Yrs. He retired as C&MD of National Fertilizers Corporation on 31st Jan.2006.

As General Manager and C&MD of company he has vast administrative experience. During his tenure as G.M (Panipat) Medical camps were regularly held to treat poor patients from surrounding villages. Needies were given free medicines. Other welfare schemes for poor in the village around the units were also implemented to help the weaker section of society specially the women & children. HR Departments in the unit / c.o reported directly to G.M/C&MD.He has been Vice-Chairman of Fertilizer Association of India. He has presented papers in AICheM (Ammonia Plant Safety) many times.

He is a keen photographer and has photography as his hobby from childhood.

He joined as a Member, Punjab State Human Rights Commission on 11th Sept.2012.
