Mr. Justice Baldev Singh, Member

Hon’ble Mr.
Justice Baldev Singh retired as Judge from the Punjab &
Haryana High Court at Chandigarh on 14.2.2007. He
joined as Member in the Punjab State Human Rights
Commission at Chandigarh on 4.11.2008. His appointment
is for five years. He will retire on 3.11.2013.
He was born
at Barnala on 15.2.1945. He graduated from S.D.College,
Barnala, in the year 1963. Then he passed his LL.B.
Examination in 1965 from Law College in the Punjab University,
Chandigarh. He was below 21 years and had to wait for
obtaining licence from the Bar Council of Punjab for starting
practice, as the licence could not be granted before the age
of 21 years. After obtaining the licence in 1966, he
practised in the Muffasil courts at Barnala for about 3 years.
He was
recruited as Judicial Magistrate in the year 1970. He had
topped in the P.C.S. (Judicial) Examination and his first
place of posting was Patiala. Hon’ble Mr. Justice Harbans
Singh was the then Chief Justice of the Punjab & Haryana High
Court. He acquired the virtues of humility and simplicity
from His Lordship, which paid him rich dividends in his
career. Hon’ble Mr. Justice Ashok Bhan(Judge of the apex
Court) and Hon’ble Mr. Justice N.K.Sud (now Lok Ayukta,
Haryana) were his class fellows, who have left an indelible
impression of their capabilities on his life.
He had a
long tenure of service of more than 36 years. He remained as
Member of the Superior Judicial Service from 1992 onwards. He
worked as District & Sessions Judge from 1999 to 2004 in the
Sessions Divisions at Kapurthala, Chandigarh (District &
Sessions Judge, Vigilance (Punjab), in the Punjab & Haryana
High Court), and at Ludhiana. He was elevated as Judge of the
High Court on 5.11.2004.
His father
S. Balwant Singh was an Advocate who died after doing practice
for more than 50 years. He had obtained his M.A. and LL.B.
Degrees from Aligarh Muslim University. He was famous for
his deep knowledge for Urdu and Persian literature.
He has an
aptitude for English literature. According to him, happiness
comes in the life of every one sooner or later. He admires
the poet, who said “happiness often sneaks through a door,
you did’nt know was left open.”
He enjoys
life which is full of contentment.

After
obtaining degree of Bachelor of Laws in 1966 and Master of
Arts in Political Science in 1968 from Punjab University,
Chandigarh, on selection by the Punjab Public Service
Commission, he joined as a Lecturer in Political Science in
Government College, Gurdaspur in October 1969. In 1970, he
appeared in PCS (Judicial) Examination and was successful in
the first attempt itself. He joined in Judicial Department in
August 1972. In 1973, he appeared in IAS & Allied Services
Examination conducted by the Union Public Service Commission
and was successful in the written examination for the mains
and after interview he was offered Gazetted Class-I post in
the Indian Ordinance & Factory Services. During the long
tenure in the Judicial Service, he worked as Judicial
Magistrate, Rent Controller, Guardian Judge, Chief Judicial
Magistrate and Senior Sub Judge. In August 1992 he was
promoted to Superior Judicial Service, and thereafter, he
worked as Member Secretary with the Punjab Legal Services
Authority, Presiding Officer of Labour Court, Jalandhar and
Legal Advisor with the Punjab State Electricity Board. For
over a year he remained posted as Additional District &
Sessions Judge as Incharge of the Distt. Fatehgarh Sahib. In
October 1999, he was designated as District & Session Judge
and posted at Hoshiarpur where In worked for over three years.
During this tenure, as per the directions, he has a proud
privilege to organize National level Lot Adalat and Seminar
which was presided over by His Lordship Mr.Justice B.N. Kirapl,
the then Hon’ble Chief Justice of India and Hon’ble Justice
Mr. Ashok Bhan, Judge of Hon’ble Supreme Court of India. This
occasion was graced by the Hon’ble Chief Judtice, Punjab &
Haryana High court and almost all Judges of Punjab & Haryana
High court, District & Sessions Judges, Civil Judges (Senior
Divisions), Chief Judicial Magistrates and legal luminaries
which created history of the sorts in the region. Thereafter,
he also worked as District & Sessions Judge, Rupnagar,
District & Sessions Judge (Vigilance), Punjab, High Court of
Punjab & Haryana at Chandigarh and after superannuation on
31.3.2004 he worked as President, District Consumer Disputed
Redressal Forum, Bathinda, President, District Consumer
Disputes Redressal Forum, Ropar and at the time of joining the
present assignment he was working as President, District
Consumer Disputes Forum- II, Chandigarh. He joined as Member, Punjab State
Human Rights Commission on 04-11-2008 for the full term of
five years.
Sh. K.K. Bhatnagar, I.A.S. (Retd.), Member
Date
of Birth : 19th June 1947 in Rajasthan.
Started
his primary education in the then dusty backward town of
Kota.Stood 5th
in the country in the All India Merit Scholarship Test
for entry to the 17 recognized Public Schools of India.Entered
Daly Collage, Indore, a leading Public School of Central
India in 1957. He was an all round, outstanding student
in academics, sports and cultural activities.
After studying for 6 years, he passed Senior
Cambridge in December 1962, in 1st division
with distinction in mathematics. Studied
1st year B.Sc in Government College, Kota.
Passed out in March 1964 with 1st division
and distinction in Mathematics. Entered IIT Delhi in Chemical Engineering discipline in July
1964 for a 5 year course. Took
the Degree of B. Tech. in Chemical Engineering in 1st
division from IIT Delhi in June 1969.Worked in two
companies as Chemical Engineer while preparing for
appearing in the Indian Administrative Service
Examination.
Entered
India Administrative Service in July 1970.
Principal
Postings include:
(a)
Sub Divisional Magistrate, Additional District
Magistrate and Deputy Commissioner (Collector) in
Punjab. As collector in 1984-85, he kept militancy in
check.
(b)
Managing Director of four Public Sector
Undertakings of Govt. of Punjab. All four were in
profits continuously during his tenures.
(c)
Director and later Joint Secretary, in the
Ministry of Civil Aviation, Government of India.
Initiated & piloted the ‘Open skies, policy.
(d)
Worked as Management Adviser t o the
International Civil Aviation Organisation ( an important
arm of the United Nations) for four months.
(e)
Has visited about 40 countries of the world, and
has taken part in at least 100 inter-government
international negotiations as member or leader of
delegation.
(f)
Recipient of the “Hind Gaurav” Award.
(g)
Has worked as Secretary to
Government of Punjab in the Departments of Transport,
Public Relations, Medical Education and Research,
Science, Technology and Environment, School Education,
Technical Education & Industrial Training. He has also
worked as Financial Commissioner,
Revenue in Punjab.
Cultural
Affairs:
A
voracious reader; has read at least 10,000 books so far. As
an active member and former secretary, Indian National
Theatre, Chandigarh, he has organized annual 3- day
classical music festivals in Chandigarh since 1978. He wrote
an 18 page booklet in Chaupai & Chhand, titled Shiv–Ram
Milan in 1992. Has
produced two Audio Cassettes of devotional songs written
by him, in 1994 & 1996. Written
a book of poetry in Hindi named “Utsav” in 2000. Written
a Novel on Banda Bahadur (in Hindi and Punjabi) in
November 2002. A Novel
in English and Punjabi on militancy in Punjab named Bajira has been released. Another novel in Hindi named
Samundergupt Mahaan has also being released.
Hobbies:
A great
enthusiast of natural healing including Reiki,
Maginified Healing, EFT. Has treated many difficult
cases through distance Reiki in which he has reached the
rank of Grandmaster. Is
married with a daughter who is Masters in Human Resource
Development from Delhi School of Economics, at present
working with M/s Info media at Mumbai.His
wife, Nirupama is an active healer in Reiki, Magnified
Healing, EFT and is also a trained expert in Fend-Shui.
