HONORABLE JUSTICE MR. GURBIR SINGH
HONORABLE JUSTICE MR. GURBIR SINGH
Born on November 29, 1962 at Patiala, Punjab. His Lordship completed B.Sc. (Medical) from Government Mohindra College, Patiala, and pursued LL.B. from Punjabi University, Patiala, graduating in the year 1985.

His Lordship enrolled as an Advocate in 1985 and practiced at District Courts, Patiala. He joined the Punjab Civil Services (Judicial Branch) in February 1991. He was promoted as Additional District & Sessions Judge and served in Sangrur, Ludhiana, Chandigarh, and Bathinda. He also served as Presiding Officer, Industrial Tribunal-cum-Labour Court, Chandigarh. His Lordship was elevated as District & Sessions Judge in the year 2012.

During his tenure, His Lordship served as District & Sessions Judge in the districts of Mansa, Amritsar, Ludhiana, and Chandigarh, discharging judicial duties in civil, criminal, and service matters with diligence and distinction.

His Lordship was elevated as Additional Judge of the Punjab & Haryana High Court on November 2, 2022 and was confirmed as Permanent Judge on March 11, 2024.

Justice Gurbir Singh is known for his judicial sensitivity and clarity in complex cases, particularly in areas involving narcotics control (NDPS Act cases), family law and child custody, immigration and contractual fraud, and entertainment industry disputes involving unfair agreements. His judgments reflect a commitment to fairness, constitutional values, and the protection of individual rights, particularly in cases involving unequal bargaining power and vulnerable litigants.

He joined as Member of the Punjab State & Chandigarh (UT) Human Rights Commission on July 2, 2025.

HONORABLE Member Padma Shri Jitender Singh Shunty
Awarded with the most prestigious Padma Shri Award in the year 2021 at the hands of Honourable President of India, Sardar Jitender Singh Shunty, a Human Rights Defender, Founder of NGO Shaheed Bhagat Singh Sewa Dal, has been rendering exceptional Philanthropic services in the field of Human Rights Protection for over two and half decades. S. Jitender Singh Shunty, also known as Donor Singh (for donating Blood 106 times), is a prominent Human Rights Defender working towards protecting and promoting Human Rights across the nation. He is acclaimed Internationally for performing last rites of abandoned dead-bodies especially during the Covid-19 Pandemic and extending relief and rescue services for the patients and the deceased including Hearse Van Services for the Covid-19 infected dead-bodies, Ambulance Services for the Covid-19 patients and Cremation/Burial Services for the Covid positive corpses abandoned even by their families. He has ferried over10,000+ Covid Positive Patients and transported and cremated over4200+ Covid Positive Dead bodies, that were unclaimed or where the families were Quarantined or under deep fear and could not perform cremation.

With over 30 years of experience in the field of Human rights protection – his work area focused on not only the living, but the deceased too – striving towards protecting Human Rights of dead bodies too–a important component under “Right to life” - ensuring dignity in death. He has facilitated dignifiedlast rites of over 70,000 dead bodies during the last 30 years including the Covid-19 Pandemic. For the aforesaid humanitarian services,he has been conferred with the fourth highest civilian award – The Padma Shri by the Hon’ble President of India in the year 2021 under Social Work Category.

S. Jitender Singh Shunty has served in the National Human Rights Commissionas Member of the Core Group of Human Rights Defenders. During his tenure, heworked towards implementation of free last rites forunderprivileged and unclaimed dead-bodies in all States and UTs across India. In addition to this, he worked towards creation of Counter-Terrorism group under NHRC for working towards protection of Human Rights of victims of disasters/terror attacks in order to prevent “radicalization through victimization”

S. Jitender Singh Shunty, has been defending Patients’ Rights for over 30 years now, saving thousands of lives by extending Ambulance Services. Further, he hasrescued several patients and dead bodies that had been illegally hijacked by private hospitals on account of non-payment of hospital bills.

Working towards Human Rights Protection at Ground Zero in various Disaster Zones: he has been working towards human rights protection in Disaster Zones by extending on-ground humanitarian relief services such as during Gujarat Earthquake 2001, 2004 Indian Ocean Earthquake and Tsunami, 2015 Nepal Earthquake, Chennai Floods 2016 and Uttarakhand Floods, Major Fires in Delhi and so forth.He operates a Disaster Management Cell and Various Emergency Response Teams under the NGO, Shaheed Bhagat Singh Sewa Dal, which he founded, effectively responding in emergencies providing Ambulance Services, Rescue Services, Medical Care, Free of Cost- Disaster relief and aid, Humanitarian Response- set up camps, provide food, aid and relief, camp management, WASH (Water, Sanitation and Hygiene) Services and a unique service of transporting and cremating dead-bodies of casualties that succumb to disaster.

He has been working against Human Rights Violations of Patients and dead-bodies committed by Private Hospital - Pharmaceutical Nexus and Private Medical Insurance companies for violating human rights of patients/victims. He hasrescued several patients and dead-bodies from the illegal occupation of Private hospitals and their nexus

He has been providing several humanitarian services aimed at Human Rights Protection since 1995. In addition to theAmbulance and Hearse-van services for extending last rites to the dead-bodies, he hasalso been extending unique Mobile refrigerated Mobile-Morgue Services at doorstep of the deceased for facilitating short-term preservation of corpse with utmost dignity.The beneficiary list of the aforementioned services also include mortal remains of dignitaries including many deceased union ministers.

Under Right to Health, S.Jitender Singh Shunty, has significantly contributed in the field of voluntary Blood Donation. He himselfhas donated blood 106+ timesand hasorganized 200+ Blood Donation Camps collecting and providing app. 50,000 units of blood to the needy, free of cost.

He has played a significant role in protecting the Human Rights ofPhysically Disadvantaged people. He has provided over 5000 wheelchairs and 10000 tricycles to differently-abled in the last 30 years.

*Created World Record that has been included in the World Book of Records, London on becoming the First Sikh in the World to Donate Blood for 106 Times.

*A documentary film “Angels for the Dead” made on my lifeand my Social Works, won a gold medal in the Joy Film Festival 2007 held in Florida, USA
